Travelling from Kuwait to Azerbaijan has become increasingly convenient, but the visa rules depend on an important distinction: Kuwaiti citizens and foreign residents of Kuwait may be subject to different entry requirements.

For Kuwaiti passport holders, there is currently an especially important temporary rule. According to Azerbaijan’s official eVisa portal, citizens of Kuwait, Saudi Arabia, Oman and Bahrain may enter Azerbaijan without a visa up to three times within a one-year period running from 15 February 2026 to 15 February 2027. Each visa-free stay may be up to 30 days. A visa is required for the fourth entry during that period. Official Azerbaijan visa and country information

Foreign nationals who live in Kuwait should not assume that this visa-free arrangement applies to them. If you are a Kuwait resident holding an Indian, Pakistani or another foreign passport, your eligibility is determined primarily according to the passport you will use to travel.

This makes checking your nationality the first step before submitting any visa application.

Do Kuwaiti Citizens Need a Visa for Azerbaijan?

Under the temporary entry arrangement currently published by Azerbaijan’s official eVisa system, Kuwaiti citizens can enter Azerbaijan visa-free up to three times between 15 February 2026 and 15 February 2027, with each stay limited to a maximum of 30 days.

A visa is required for the fourth entry during this one-year period.

This means a Kuwaiti citizen planning a first, second or third qualifying visit during the stated period should not automatically purchase an eVisa.

For example, if you hold a Kuwaiti passport and your upcoming trip is your first visit to Azerbaijan during the temporary visa-free period, the current rule may allow you to travel without obtaining an eVisa in advance, subject to the applicable entry conditions.

Because immigration rules can change, travellers should always check the current rule close to departure.

What Happens on the Fourth Visit?

The temporary visa-free arrangement is limited to three entries during the specified one-year period.

According to the official Azerbaijan eVisa country information, a Kuwaiti citizen entering Azerbaijan for the fourth time during that period must obtain a visa. Official Azerbaijan eVisa country list

This makes previous travel history particularly important for Kuwaiti citizens in 2026–2027.

If you have already travelled to Azerbaijan several times since 15 February 2026, check how many entries you have made before arranging your next journey.

When a visa is required and you qualify for the electronic visa procedure, you can proceed with the appropriate online application.

Azerbaijan Visa for Foreign Residents of Kuwait

The situation is different for expatriates living in Kuwait.

Holding a Kuwait residence permit does not make a foreign passport holder a Kuwaiti citizen for Azerbaijan’s visa rules.

For example, an Indian citizen living in Kuwait should check Azerbaijan’s entry requirements for an Indian passport. A Pakistani citizen living in Kuwait should check the requirements applicable to a Pakistani passport.

Azerbaijan maintains an official list of nationalities eligible for the eVisa system, and both India and Pakistan are currently included. Azerbaijan eVisa eligible countries

Other foreign residents should check their own passport nationality individually.

Do not select Kuwait as your nationality merely because you have a Kuwaiti residence permit. The nationality entered in the application must correspond to the travel document used for your journey.

Azerbaijan eVisa Requirements for Kuwait Residents

If your passport nationality is eligible and you need an eVisa, prepare your travel information before applying.

One of the most important rules concerns passport validity. The official Azerbaijan eVisa conditions require the travel document to remain valid for at least three months beyond the expiry date of the eVisa being issued.

Applicants should prepare and carefully verify:

  • the passport that will be used for travel;
  • passport information/photo page;
  • nationality shown in the passport;
  • full name exactly as stated in the passport;
  • passport number;
  • date of birth;
  • intended arrival date in Azerbaijan;
  • valid email address; and
  • required payment information.

The passport used for the application should be the same passport presented when travelling to Azerbaijan.

If you hold dual citizenship, make sure you apply according to the passport you actually intend to use.

How to Apply for an Azerbaijan eVisa from Kuwait

For eligible travellers who require an eVisa, the process can be completed online.

The official Azerbaijan electronic visa procedure follows three principal stages:

Apply → Pay → Download

First, select your actual passport nationality and provide the requested personal, passport and travel information.

Next, review every detail carefully. A mistake in your passport number, nationality or name can cause problems because the visa information must correspond to your travel document.

After completing the application, proceed with payment and submit it for processing.

Once the electronic visa has been issued, prepare it together with your passport for travel.

If you prefer assistance with the process, you can start by completing the application form through E-VIZA.AZ.

Azerbaijan eVisa Processing Time from Kuwait

Where an eVisa is required, Azerbaijan currently provides standard and urgent processing.

According to the official eVisa conditions, a standard electronic visa is issued within 3 working days. An urgent electronic visa can be issued within 3 hours, regardless of holidays and non-working days.

For standard processing, the application should be submitted at least three working days before arrival.

For urgent processing, the official minimum is at least three hours before arrival.

However, applying earlier is preferable whenever possible. Last-minute applications leave less time to address an incorrect passport number or other application problem.

Urgent Azerbaijan eVisa from Kuwait

If your departure date is approaching and you require a visa, urgent processing may be available if your passport nationality is eligible.

The current official processing period for an urgent Azerbaijan eVisa is within 3 hours.

Urgent processing does not remove the normal document and eligibility requirements.

Before submitting an urgent application, verify your passport details and travel date carefully.

For Kuwaiti citizens specifically, remember to first determine whether you actually need a visa under the temporary 2026–2027 visa-free arrangement.

How Long Can You Stay in Azerbaijan with an eVisa?

For travellers who enter Azerbaijan using an eVisa, the electronic visa is single-entry.

Under the current official conditions, it is valid for 90 days and allows a stay of up to 30 days.

These periods are different.

A 90-day visa validity does not mean that you can remain in Azerbaijan for 90 days. The maximum stay permitted under the eVisa is 30 days.

Kuwaiti citizens using the current temporary visa-free arrangement are also limited to a stay of up to 30 days per qualifying visa-free entry under that arrangement.

Azerbaijan eVisa Fee from Kuwait

When an eVisa is actually required, applicants should distinguish between government charges and fees charged by an independent visa-assistance provider.

The official Azerbaijan eVisa portal currently states that the state fee for an electronic visa is USD 20, plus a USD 9 service fee for processing an electronic visa application through the official system.

If you apply through E-VIZA.AZ, the total amount may include an additional service fee for the independent visa assistance provided by E-VIZA.AZ.

The applicable total should be reviewed before payment.

Most importantly, a Kuwaiti citizen who qualifies for the current visa-free arrangement should first check whether an eVisa is necessary at all.

Baku Visa from Kuwait

Travellers frequently search for phrases such as “Baku visa from Kuwait”, but there is no separate visa specifically for Baku.

Baku is the capital of Azerbaijan.

The relevant question is whether you require authorization to enter Azerbaijan.

For Kuwaiti passport holders, the temporary visa-free regime may currently apply. For foreign residents of Kuwait, the answer depends on their passport nationality and applicable Azerbaijan entry rules.

Azerbaijan Tourist Visa from Kuwait

Azerbaijan is suitable for short holidays from the Gulf, with Baku being the principal destination for many visitors.

If you are a foreign resident of Kuwait whose passport is eligible for Azerbaijan’s electronic visa system, the eVisa may provide a convenient online option for your trip.

If you are a Kuwaiti citizen, first check whether your journey falls within the current visa-free arrangement before submitting a paid visa application.

This simple eligibility check can prevent travellers from applying for a visa they may not currently need.

Azerbaijan eVisa for Indian Citizens Living in Kuwait

Indian passport holders living in Kuwait should apply according to their Indian nationality, not their Kuwaiti residence status.

India is currently included in Azerbaijan’s list of countries eligible for electronic visas. Official eVisa eligibility list

Therefore, an eligible Indian citizen living in Kuwait may be able to complete the Azerbaijan visa process online.

The application should contain the information from the Indian passport that will be used for travel.

Azerbaijan eVisa for Pakistani Citizens Living in Kuwait

The same principle applies to Pakistani citizens residing in Kuwait.

Pakistan is currently included in Azerbaijan’s official eVisa eligibility list. Azerbaijan eVisa eligible countries

A Pakistani citizen living in Kuwait and travelling on a Pakistani passport should therefore use Pakistani passport details when completing the application.

A Kuwait residence permit does not change the traveller’s passport nationality.

Do Children Need a Separate Azerbaijan eVisa?

Where a visa is required, families should check the requirements for every traveller, including children.

Azerbaijan’s official eVisa FAQ states that an electronic visa is issued for one person only. Children included in a parent’s passport must also have the appropriate separate eVisa. Official Azerbaijan eVisa FAQ

Parents should therefore prepare the required information for each child before applying.

Can Families Apply Together?

The official electronic visa system provides a family application option for eligible travellers.

A family application can include a minimum of 2 and a maximum of 10 people. Families with more than 10 applicants can create multiple applications. Official Azerbaijan eVisa FAQ

Each traveller must still meet the relevant requirements.

Do I Need to Print My Azerbaijan eVisa?

If you are travelling with an eVisa, official guidance states that it should be printed and presented together with the passport at the border checkpoint. Official Azerbaijan eVisa FAQ

Keep the printed visa with your travel documents and carry the same passport used for your application.
